Polarkonsult AS has assisted Troms County Municipality in planning and carrying out the tender process for a new training vessel for Nord-Troms Upper Secondary School. The company will also carry out construction supervision throughout the entire building phase and during the warranty period.

The vessel will be built by Selfa Arctic AS at the shipyard’s facility at Rødskjær outside Harstad and will have its home port in Skjervøy. The contract has a value of NOK 50.5 million excluding VAT.

Professional support in complex maritime procurements

Assistant County Director of Education Bjørn-Inge Thomasjord of Troms County Municipality highlights the importance of the professional support:

“We are very pleased with the services we receive from Polarkonsult. When we explored other alternatives, we saw that it would have been impossible for us to carry out this project on our own without professional support. Boats and boatbuilding are complex disciplines, and if you want to do this in accordance with current regulations and best practice, you need solid expertise. That is exactly what we have received, both in this project and in previous vessel projects.”

A modern and forward-looking training vessel

The new vessel will be a single-hull vessel measuring just under 15 meters. It will be built in composite (GRP) with certain details in aluminium and will be outfitted for two teachers and up to 15 students.

The propulsion system will be hybrid, with an electric motor and a diesel engine, where electricity is the primary energy carrier. The battery capacity allows for extended periods of fully electric operation, both during sailing and work operations, giving students experience with modern and more environmentally friendly maritime technology.

Compared to traditional diesel operation, electric propulsion will result in an estimated annual emission reduction of approximately 100 tonnes of CO₂. The estimated construction period is 20 months.

Secure project execution

For Polarkonsult, the project is an example of the company’s core competence in maritime procurements, technical specification work, contract follow-up, construction supervision, and quality assurance.

“This is exactly the type of assignment we have worked with for the past ten years — acting as the link between the client and the shipyard through project management and construction supervision. We will have the day-to-day contact and report to the county municipality on the development of the project,” says Terje Richardsen, Project Manager at Polarkonsult AS.

Through close cooperation with the client and the shipyard, Polarkonsult helps ensure that the vessel is delivered in accordance with the contract, regulations and functional requirements, and that Nord-Troms Upper Secondary School receives a training vessel adapted to future needs.

“The goal is to ensure that the project reaches completion successfully and that the school in Skjervøy receives the tool the students need,” Richardsen concludes.
